T he city is preparing changes to secondary-suite rules that have prevented homeowners from building basement units that are too large, or share entrances with the ground-level home.
City council officially encourages the suites as a low-cost, private-sector way of creating affordable housing. But complex rules have rendered many would-be applicants ineligible, while aldermen stymie others by routinely voting down their rezoning applications.
Draft changes to the city’s land-use bylaw — which will likely come before council this spring — would ease some of the problems.
